📊 Armenia’s Security Challenges: Electoral Thresholds

From 1995 to 2021, the electoral threshold for political parties to enter Parliament in Armenia remained unchanged at 5%. Political parties were required to secure at least 5% of the vote to gain parliamentary representation.
Beginning in 2007, a new requirement was introduced for electoral alliances: they were required to receive at least 7% of the vote to enter Parliament.
In 2026, the rules changed once again. The threshold for political parties was lowered to 4%. At first glance, this appears to be a step toward broader representation. At the same time, however, the threshold for alliances was increased to 8% for alliances consisting of two or three parties, and to 10% for alliances composed of four or more political forces.
In effect, this creates a system in which different competitors operate under different rules.
